I do not know how to proceed with California's "Special Processing Condition" I am submitting my taxes late due to a housing crisis, and being houseless during April

Should I list something under "special processing condition" or proceed as normal?

For a 2023 return just file as normal.  You can efile until Oct 15.   If you are getting a refund there is no penalty for filing late.
