I do not have the full amount to pay my NC state return. Is there any other option to pay it without being penalized with late fees

NC Dept of Revenue offers Installment Payment Agreements.  Per their information page, as part of the agreement they will not assess the 20% collection fee.  This is not something that can be set up thru TurboTax, so you'll have to contact the NC DOR directly.
