I do not have a CUSIP number on my 1099-INT and bank is closed. Turbo tax wont efile without it, tho I've being filing the same way for 8 years. what do i do

If it is bank interest income, you only need to enter the Payor's name (name of the bank). 

To enter your 1099-INT,

  1. Open your return
  2. In the search box, type 1099-int and select the Jump to link at the top of the search results
  3. Follow the instructions on the screens to enter the 1099-INT form.

CUSIP - should not be needed.  any privately owned bank won't have one. 

only bank name and amount.
