I do network marketing with Plexus Worldwide. I made enough money to cover the cost of my own orders with a $12 profit. Can I claim them as an expense? I have a 1099-MISC

You can claim any orders you made for business purposes.  If you purchased items for resale you can claim the expense of the items you actually sold during the year.  Items not sold are considered inventory.  If you purchased items for display, samples, or advertising you can also claim them as an expense.

Any orders that were used by you personally are not deductible, even though success on the plan would help further your ability to conduct business.
