I didn't file with Turbo tax last year can i still file this year with TurboTax

Yes, you can. You won't be able to import your return from 2 years ago, however, you'll be able to easily file with greater ability to import W-2 and other financial data than you may have had in the past.

One note: Your 2016 AGI will be needed if you want to efile this year's return. If you didn't file a 2016 tax return at all with the IRS, just tell us you didn’t file last year when we ask you.

i purchased turbotax premier 2021, but did not use it, can i use it to file 2022 taxes?

No you cannot use 2021 TurboTax software to prepare 2022 return.  Each year is specifically designed for the tax rates and laws for that year.  Please go this Link to easily prepare 2022 taxes using TurboTax.
