I did not receive a W-2G nor 1099-R. I did not make any gambling winnings or losses. Do I still need to attach the W-2G/1099-R if I mail my taxes?

If you had no income that would be reported on either of these forms, it would be impossible for you to attach the forms on a mailed tax return since neither of the forms was issued to you. You only attach forms that were issued to you that were a W-2 or that had federal income tax withheld on them.

A 1099-R is for a distribution from a tax deferred plan. Did you have such a distribution in 2018?

No, I think this is for retirement plans as well. I do not have any of this.
