I did not have insurance all year and i was unemployed most of the year but my return was rejected saying it needs a 1095 C what do i do?

A Form 1095-C is not entered on a federal tax return.

Are you sure it did not indicate Form 1095-A?  That is entered on a federal tax return.

Did you indicate that you received a 1095-A for health insurance?  If you said No, the program will not ask you any more questions about having health care insurance.  (see image below)  You  do not need to enter a 1095-B nor 1095-C form.

 

Although the 2017 Tax Cuts and Jobs Act eliminated the Affordable Care Act penalty on federal tax returns, California, the District of Columbia, Massachusetts, New Jersey, and Rhode Island continue to assess a health insurance penalty for uninsured taxpayers. Vermont requires health insurance, but as of now, there's no penalty for noncompliance.
