Form 39-R is an Idaho Supplemental Schedule For Form 40, Resident Returns Only.  It is simply a worksheet for posting your Form 40.

Form-39R is a supplemental form to Idaho's Form-40. This means it is not a mandatory form to file, and if filed should be attached to a filled out Form-40.

Turbo is FORCING me to file my state taxes with a 39R. Why? I deleted it, but now won't let me file unless I fill it out.

The 39R is used to subtract some of your income such as health insurance premiums, income earned outside of Idaho, retirement benefits, dependents, or active duty military pay. This form only benefits you in the long run. Turbo Tax recognizes that you may have income to be subtracted and is asking for more information  to complete this form.

Note, there was mentioned that this is a worksheet but it is an official form in your Idaho State Return thus cannot be deleted if there is income that needs to be subtracted. in other words, it is not optional.
