I did file from PA using Turbo Tax. Should i have to local tax filing from (Keystone Collections Group)? Or it already filed by Turbo tax while filing.

local filing is different than regular tax fining from turbo tax.

Yes, if you live in Pennsylvania the state law requires all taxpayers to file a Local Earned Income Tax Return. 

TurboTax doesn't prepare Local Earned Income Tax returns for the State of Pennsylvania, you would have to file the local return on your own. Berkheimer is one of the local PA Tax Collectors who will file the Local Earned Income Tax Return.
