I chose file by mail option and didnt mail it to irs. can i file the return using another agency other than turbo tax

So now you do not want to mail your return?  You want to go to a different tax prep service and start over?

As long as you have not filed your return (either by mail or e-file), you can go somewhere else.  If you have not registered or paid you can use the clear & start over to remove your information. If you can't clear your information, you can just close out your browser & let your account go dormant.

i clicked on file by mail and got my 1040. i dont see the clear and start over option. and i havent mailed the 1040 i got yet

You may not see the clear & start over option because you already registered. Since you have not mailed your return you can just close out your browser & go somewhere else.
