I can't transmit returns. It's taking me back to my state info worksheet and asking for me to verify county and school district. The info is correct, but I can't pass it.

It looks like you have selected "07 Black Hawk" for the county number. Since North Cedar Community School District is located in Cedar County, 16 is the number you should use according to this table on the Iowa IRS site:
