You are just a victim of advertising that is not very forthright. They are giving you the state program to use for free with your federal; but they have always charged for filing the state return electronically. If you wanted to, you could print out the state return and mail it in for just the cost of the postage. However, these days, nether the IRS nor the state tax offices are working very hard, so mailing in returns results in substantial delays.
