I bought the deluxe version based on the comparison chart. If I need the premier version, can I upgrade for an addition fee? I download my investments from Fidelity

Are you using the desktop version of Deluxe (CD/download) installed on your computer?  That is what is showing by your forum display name above.
If so, desktop Deluxe can handle all the forms that desktop Premier can.

It is the Online version of Deluxe that has some form limitations.   Online Deluxe cannot prepare Schedule C,D,E,F, or enter K-1.    Desktop Deluxe can handle all those forms.

But to answer your question:   yes, you can upgrade in online or desktop versions by paying the difference in the edition cost.   If you are using desktop  Deluxe, however, you don't need to upgrade unless you want the extra help and guidance of Premier.    Desktop Deluxe and Premier can both prepare all the usual forms.
