I believed the Turbo Tax cost was initially quoted less than I could get from Costco for both fed and state. Can I still purchase the Costco TT and transfer this data?

If you have been preparing an online return and haven't already paid for it and filed a 2016 return, you can download your *.tax2016 data file and open it in desktop software (CD/download) to finish it without starting over.  Here's how
