I am unable to transmit my MA state return. It says there are updates to download first. Then when I go to the check for updates are it says it is already up to date.

So sorry.  This is a known current TurboTax issue.  Please see the information I'm linking below for a workaround.

 

"There is an update available for your version of TurboTax" loop when e-filing
