I am trying to file my 2018 taxes. I put my 2017 taxes in the mail today, where it says did you file 2017 taxes what should I answer. they wouldn't have it yet.

You should select No.  That way TurboTax guides you down the correct path assuming the govt doesn't have your 2017 info, which they don't yet.
