I am paying for a Quickbooks + Turbo Tax subscription that is supposed to include a self-employed federal filing. Why does it say on the website that it is still >$100?

You need to start from QuickBooks Self Employed by going to the Taxes tab within QBSE, and then choosing to start TurboTax. Then sign into your TurboTax account you just created and QBSE will walk you through exporting your data over to TurboTax. You cannot "pull" your data over from QBSE, just "push" it by starting in QuickBooks.
