I am on an installment agreement for 2023 taxes. I don’t have an option to apply my 2024 refund to agreement, how do I file with TurboTax to apply to installment agreement?

You do not have to enter anything about that.   The IRS knows that you owe, and they will offset your 2024 refund automatically to use the refund toward the amount you still owe.
