I am importing tax forms from Fidelity. A 1099-R form seems to be missing from the import. I do not want to manually enter it with the possibility for duplicate entry.

Is the missing 1099-R from an IRA?   or from a 401K or pension?

Pension 1099-R forms from Fidelity come from a different service operation within Fidelity.  

They have never provided those 1099-R forms as downloads, and I've always had to enter them manually.
