Go to the Review section of the program and see if there are forms and/or schedules that are in your tax return that are not yet finalized and the date they will be available for filing.
The error message says Intuit Electronic System is having difficulty recognizing the data in your return. Tax year 2021 transmissions are not available Turbo Tax is not ready to process tax year 2021 for this return. When I hit review it comes up fine and says I have all the updates.

What TurboTax program are you using? Desktop or online? Which edition, Personal or Business?

Save your tax return. Close TurboTax
Re-start your computer
After the computer re-boots then open the TurboTax program again and e-file your tax return.
If the problem remains then contact TurboTax support for assistance.

I am having the exact same issue. Shut down the computer, restarted TurboTax, attempted to e-file (no errors found on my return) and getting the same error. All sw is up to date.

Do you have any forms or schedules that have not been finalized in your tax return which would prevent you from e-filing? Click on Review and see if there are forms or schedules listed with availability dates.
All forms are available. In fact, I received an email this morning that the RI State tax forms were ready at 11:24. That is why I chose to finish my e-file today.
Perhaps they are not quite ready?
Should I assume this is a turbo tax problem? Should I just mail the RI state tax? Will I get back my $20 refund if I mail it out?
I called support because my RI state wouldn't submit. I too just got the forms and tried to send in my RI state. Support told me that the RI state software wouldn't' be ready until Feb 17 and to keep trying. I ran into a similar issue (not the same) where they had built in a date and the software wouldn't do it's thing until the date arrived no matter that the info needed was already available. Maybe this is the same thing....the forms are ready but the software hasn't been updated yet.
I got the same. I just chose to submit my Federal and will come back daily to try to submit my RI return.

There are multiple threads about this issue. It is a turbo tax glitch with RI efile and not a RI problem.
Thanks. I just was able to efile RI after a Turbotax update today (2/10/22). No need to wait until 2/18.
The glitch must be fixed, my RI returns are finally going through without the error message. Thanks for the help

The North Carolina Individual Income Tax Return Form D-400 is not yet available for e-filing. It is estimated to be available on 02/24/2022

Whenever you get a message stating TurboTax is not ready to efile or Transmission are not available,
it means that the Tax forms are not ready. The IRS or State has not finalized certain forms and your tax return cannot be e-filed until they are finalized and ready to be submitted.

Just return on the efile date give to efile your return.
As of today, all forms are Not ready to efile. North Carolina, for example, will not be ready until February 27th.
same issue with NC. so now wondering if i should follow suit with them, and just file federal and come back for state when turbo tax gets it sorted out???
I am having the same problem. After I finished my taxes and there were no errors and I tried to efile, I got the message "TurboTzx is not ready to process Tax Year 2021 for this return. I am from North Carolina. I got an email today from Turbo Tax that says I can now file but I got this message. I paid my $20 efile fee for North Carolina.
