I am filling out my state return and it asks what my self-employment deduction is - it tells me the fed

The Line 18 is the self-employment tax and/or health insurance deduction (this would be on 1040 Schedule 1 #15 and 16).  If all of the Clergy income was Vermont, you can enter the total.

Vermont. I had some extra details that got cut from the posting. 

"18 Self-employment deductions: Tax and health insurance (Reported on Form 1040)" 
 
It lists the federal amount and then asks for the Vermont amount. I didn't enter this number- so I'm not sure where it came from. Should they just be the same? We lived in two states but most all of the "self-employment" income is Vermont. (Clergy + then my husband sold some music gear online and received a 1099-K, this is where some of the income was "received in another state")
