I am asking why every year I owe state taxes instead of getting taxes back. It seems since I have been with TurboTax I don't get state taxes back but if I go in-person

go in-person I get some back. Now, I claim every year 0 for state and do not get as much back under state and get alot back for Federal. This is my main question.

You should compare a Turbo Tax return with the other return and see what is entered differently.  Maybe you spot something you entered wrong or left out.  Or next time you go in person take a Turbo Tax return and they might see what is different.
