I am an uber partner. I drive for uber. The form is asking if I'm required to send a 1099 and for an ein. Neither of these apply to me. Can I just say I'm an uber driver?

These are questions that everyone who has self-employment income gets asked as the Schedule C form (where the income is reported) requires the questions to be answered.  Therefore, you can just "no" as to whether you are required to send 1099 forms, plus say "no" that you do not have an EIN.  Eventually you will get to the screens where you can enter your Uber income and expenses.
