I already paid for the additional state filing, and now when I am making the filing, Turbo Tax is asking me to pay again. Doesn't it know that I already paid?

Once you download the free state you can use that state product to prepare as many returns that you would like to. The e-file fee for states will apply every time you e-file a state. You can print and file your state through the mail at no additional charge.
