How to pay what----TurboTax  fees or tax you owe?   Do you mean you had no income for 2023?  If so, why are you preparing a tax return?

I assume you worked for part of the year and then became unemployed. It is very likely then that USA will owe YOU, not the other way around. Also almost half of returns can be handled by free online version of TurboTax. In that version, Efiling is free for both Federal and State.
