The Form 1099-R cannot be imported from DFAS. You will have to enter the Form 1099-R manually in the TurboTax program.
To enter, edit or delete a form 1099-R -

Back in 2019, someone who would have knowledge of that...they indicated that DFAS was not an import partner....i.e. that they did not provide the specially-formatted files that the tax software companies need in order to do the import of that form.
Thus, you will likely have to sue your paper form and enter it manually.

Note also, DFAS sent out a bunch of early 1099-R forms, that had a mis-printed Payer Federal ID number on their forms (only 8 digits where 9 digits are required) DFAS is re-sending those forms...but if yours has a 9 digit Payer's FIN...its probably OK to use.
