How to fix? I needed to file with the state of California for a certificate for not having health care insurance. Turbo tax won’t file my taxes without it. Help?

I was unemployed and broke in 2024 for a few months. I never applied to the state for a certificate number and now it’s part of my state return and I can’t delete it.
