You can just elect to pay nothing through TurboTax. Most states have their own payment systems, which you can use to setup your payment and then a payment plan. I'm not sure how a power of attorney has to do with anything, but let me know your state if you need help finding the website.
Otherwise, you'll enter all your options for TurboTax in Steps #1-#3 under the File tab.
