How to account for taxes paid to texas workforce commission

I have a household employee and pay unemployment "chargebacks" to the tune of ~$4000.  Are these deductible?

The costs related to your household employee are not deductible.

The only exception is when you use his/her services to care for your dependent(s) under the age 13 while you (and your spouse) work. In this case, the costs can be claimed as child care expenses (limited to $3,000 for one child or $6,000 for two or more children).
