How long will it be free to file NC taxes through Turbo Tax?

Usually they change to charging for the state in March (usually mid-March, but that doesn't mean they will wait that long this year).

Only for the FREE version...if you have to upgrade for any reason, there is always both a Federal software charge, and a state software charge ..(OK...except active duty Military for Online Deluxe)
