If you do not receive any other stimulus payments by January 15, 2021, then the stimulus payment for which you are eligible to receive will be entered on your 2020 federal tax return as a tax credit on Form 1040 Line 30.

The TurboTax program will ask about stimulus payments in the Federal Review section of the program.

The IRS is not accepting any type of 2020 tax return until late January 2021.

Just file your tax return normally.  You will be asked about the stimulus payments during the federal review section, after Deductions and Other Tax Situations.  Enter the round 1 and round 2 payments, or enter zero if you did not get payments.  Anything you qualify for will be added as a credit and included in your refund.
