How do you enter a foreign phone number in the Mailing address section of the personal information required just to get started with the filing process?

It's a 10-digit number or nothing. It's my understanding that you can just leave the phone number blank. Not even s space. Otherwise, use something like your childhood phone number. I don't know why the IRS still wants a phone number on the tax return anyway. They are never going to call you.
