How do you change your original answer whether you want to get a underpayment penalty bill from the IRS or see if you can eliminate it

You can go to Federal Taxes, Other Tax Situations.  Under Additional Tax Payments look for Underpayment Penalties.  

 already did that and I opted to try and have the fee waived by answering questions. It was to much work to fill in the data, so I wanted to go back and change the option to, "having the IRS bill me".

When I go to try and change the option the button just says, "revisit" and that option doesn't allow change.
