The phone number *must* be a 10-digit U.S. phone number. If you don't have one, just leave it blank - not even a space in that box.

I don't know why the IRS even asks for a phone number. The IRS will never ever ever ever call you under any circumstances and with no exceptions.
It may have worked in 2020 (leaving the input field blank) but it doesn't work in 2023

It is the TurboTax program that is requiring a phone number so that you can e-file your tax return. Since the program will not accept "Blank" for a phone number then enter a valid US Area Code and any phone number.
For this issue with the TurboTax program I would use the IRS phone number for international callers -
267-941-1000
Note that the IRS does
not
require a phone number entered on the Form 1040.
