When using the desktop CD/Download editions installed on your personal computer, just save the return that you are working on and then start a new return by clicking on 'File' at the top left of the program screen and then click on the 'New Tax Return' option.
I don't know why that's not working for you.
Close your TurboTax program completely.
Re-launch it.
At the main screen it opens on, click the File menu at the top left corner and choose "New Tax Return". Be sure you are not choosing "Open" Tax Return.
Is it still not working for you?
If it's still not working for you, then close it and re-start it again. At the main screen look in the middle at the section "Don't see your return in the list?" You will see a blue button there that says "Start a New Return". Does that work?
I was able to start one new return. I closed out and opened Tt again. I selected the blue start a new return, the app is searching for tax files, there are no tax files saved, new computer. Tt has been scrolling searching for tax files for over 15 minutes.
How do I create another return with no tax files stored from the CD?

Click on the File menu at the top left of the desktop program screen. Click on New Tax Return.
