How do I request an exemption/refund for the penalty of having no health insurance for my dependent since the other parent is legally responsible for health insurance?

Did the child's other parent actually provide health insurance for the child?

Only for 7 of the 12 months of the year. Now I have an $800 fine and I don't think I should have to pay it since it's not my legal responsibility.

Ok so I followed the breadcrumbs about this that lead me to the Healthcare.gov site. What I described would fall under the "Hardship exemption." Please check out the section in light blue towards the top. It says "Starting with plan year 2018 (for which you’ll file taxes in April 2019), you don’t have to fill out an application to get a hardship exemption. You can claim the exemption, without having to submit documentation about the hardship, on your 2018 federal tax return." If that's the case, and I don't actually have to submit an application, how do I get this exemption applied in Turbotax? There's not a clear option. There's also this thread about the same question. Problem is, the thread also doesn't explain how to actually get the penalty waived within TurboTax. There's an option to select Waiver Application pending. Is that what I should select since technically I don't need to submit an application?
