As you know, there are two ways to get your IP PIN (if you have lost it):

1. online via the IRS tool Get An IP PIN, and 

2. by phone.

 

It sounds like you are not able to use the online tool, because, yes, it does request items from your credit report to verify your identity.

 

The IRS says that, under these unusual circumstances, that 

• The service to have your IP PIN reissued by phone is currently unavailable.
• If you cannot access the Get an IP PIN online tool, your best alternative at this time is to file your tax return by paper without your IP PIN.
• You’ll need to complete and mail a paper tax return without your IP PIN. We’ll review your return to confirm it’s yours but this may delay any refund you’re due.

your best bet is to wait until July. IRS may have started answering the phone by then.
OR 

get a credit card and use it to buy something.
