How do i pay in payment plan. its asking me to pay in full with debit or credit card at the end?

You can tell TurboTax you are paying your tax bills by check, but you have to pay any TurboTax fees before you can file.   After you file, you can go to the IRS Payment Plan page and apply for a payment arrangement directly through the IRS.
