How do I make an estimated payment on side income paid to me in 2019 (turbo tax is only letting me work on 2018 income)?

The easiest way is to make the payment(s) online here:  https://www.irs.gov/payments

Be sure to designate your payment(s) as estimated payments for tax year 2019.
