Are you saying that you are showing your refund is being offset to pay a past debt?

If so, you will receive a letter within about 4 weeks that will contain all the details of the offset and how much was applied to the debt.  If there is any remainder of the refund after the offset, you will receive that as your refund for the year.

If you aren't sure about your offset, you can inquire as to whether there has been an offset placed on your account by calling the Department of Treasury Offset Program at 1-800-304-3107.  They would be able to provide you the details of the offset.

Also, since you have indicated its IRS debt, you could create an IRS account if you don't have one already.  You will need some information to establish the account, but once the account is established you will be able to see any details of your IRS obligations.  Your past due tax debt will show on your account.  You can create/view your IRS account here
