How do I import data from a return started in H&R Block TaxCut? I want to redo my return using TurboTax without re-entering my data.

You cannot.   Only a H&R B or TaxCut PDF can be imported and that only imports basis name, address type of data - not enough to even bother with.

I started my return last year for 2018 on the turbo tax, but they had serious glitches which they didn't plan to fix.

So I went to tax cut and finished it there...When I logged in to turbo tax, it took my 2018  TURBOTAX info  and put into turbotax 2019....no one at the turbotax help folks has any clue how to fix this..

I have wasted several days and many hours on hold with those folks and nothing is resolved...they keep increasing their rates the more times I've tried to resolve this issue....

There is a tricky way to clear out transferred info in the Online version.  But doing this will also clear out all your entries.  Go to Tax Tools > Tools > Transfer from your computer > Continue > then Continue without transferring.

Or you can just start a brand new account with a new username.  How to start another return in the Online version
