How do I have an overpayment in state taxes?

Last year I got asked the same question about if I want to apply my state refund to an over payment in state taxes. I think I selected yes because I didn't receive a state refund. I'm being asked the same question now. I don't understand. But I don't want the same thing to happen that happened last year so I'm hesitant to answer.

An overpayment is your refund amount. It means that you overpaid your taxes and get money back.

On the  question that asks if you want to apply your overpayment to your next years taxes, you want to say that you do not want to apply the refund so that you will receive your full state tax refund this year.

I selected no I dont not want to add the overpayment to taxes. It did not refund the overpayment.
