Turbo tax will not allow me to select a payment because I selected free originally. Help
Are you in the regular Turbo Tax Free Edition? Or the other Free File website?

Not the answer I wanted. This is what I wanted to avoid. Not helpful.
Here's an idea. Or what you can do is download the .tax2018 file and buy the Desktop program to continue in. Which might save you some money since you can use a lower version. All the Desktop programs have all the forms. And Deluxe and above come with a free state program. You can see them here
