How do I go about getting an extension on paying STATE my taxes. Unfortunately due to unexpected circumstances I can't afford to pay it on time by April 18th, 2017.

Will there be a penalty fee of any sort or will I get something in the mail telling what I owe whether it be the original amount or the amount with the penalty fee included?

Extensions are generally for filing the tax return, not for paying.  If your particular state offers some form of payment plan or extended due date for paying an amount owed, then you'll need to visit their web site or phone them.

Like IRS, most states will work with you in some fashion so that you can pay in installments.  But you'll need to contact your specific state to find out what they can offer you in this regard.
