I've e-filed my federal return and want to paper file my state because I owe nothing, but Turbotax 2023 will only offer me two options: to file electronically now, or file electronically later. If I try to print, I only get instructions for filing electronically. Where do I tell the software I want to file the state taxes by mail? Never had this problem in past years...
If you have just Efiled your Federal return, wait until it has been Accepted, then go back into the File section.
Following the interview, you should be able to select to 'File by Mail' for your state return.

Actually, each time I went back to 'File', I was presented with a screen asking if I wanted to file my federal form electronically or not. Each time I would select 'yes', because that's what I had done. And each time, the Turbobax software would present a subsequent screen offering only the option for state filing electronically.
After several failed tries, I decided to change my selection for filing my federal return to 'No', I do not want to file electronically (even though I had already done so and the return was shown received several days before). And by doing so, the software (finally) presented the ability to file the state by mail.
Seems there is an opportunity to improve the software function. Having not yet submitted my state return, and with the software knowing the federal return was sent and accepted, proper software flow should have continued to offer me both options for state return transmission.
