How do I get an IP PIN for my dependents?

I'm able to establish one for wife and I, but not for dependents. 

Why do you need one for your dependents?  Unless they have had identity theft there is no reason the IRS will issue them one.

The return keeps getting rejected, the first time it said go get IP PINs, I was able to establish those for wife and I,  It keeps getting rejected and I assumed I just needed PINs for dependents. Can you think of anything else which might be causing this? Is the IRS able to process e-files at this time?
