If you received no income of any kind in 2022 there is no need for you to file a 2022 tax return.

But I do receive income from the VA. And I do pay over $7,000 a year for taxes and insurance for my home. But none of my VA income is taxable.

If you have no other income other than from the VA there is no reason or need for you file a 2022 tax return.

Your property taxes paid is only entered on Schedule A as an itemized deduction.  The insurance paid is not reported on a tax return.

Since you have no income to enter on the tax return there can be be no deductions to reduce your 0 income.  That is why there is no need to file.

If you want to look at it that way......but you paid no tax. on your income.  Income tax refunds come from overpaying your taxes.   You cannot get a deduction for a refund of taxes you did not pay in the first place.  And if it is any comfort , most people cannot deduct their mortgage interest nowadays.  The standard deduction increased with 2018 and beyond, making it very difficult for people to use itemized deductions like mortgage interest,
