What do you mean by the "non-filers actc" form?   There is not a form to get the additional child tax credit if you did not have income from working.   There was ONE tax year in which you could get the child tax credit without income from working---that was 2021.  The law changed and went back to the old rules after that for 2022 and beyond.   If you did not have income from working in 2023, sorry, but you are not eligible to get child tax credit.

It depends.  If you are referring to the Additional Child Tax Credit (ACTC), then they would file with the income they have to see if they qualify.  Enter all income on the return and include children dependents, if they are qualifying children to see if they are eligible.

  • What is the ACTC?
    • The child is younger than age 17 at the end of the tax year.
    • The child is your son, daughter, stepchild, foster child, brother, sister, stepbrother, stepsister, grandchild, niece, or nephew.
    • You claim the child as a dependent.
    • The child doesn’t provide more than half of their own support.
    • The child lived with you for more than half of the year.
    • The child is a U.S. citizen, U.S. national, or U.S. resident alien.
    • The child doesn’t file a joint return with anyone else, unless the only reason they file a return is to claim a refund of taxes withheld or estimated taxes paid.

You may be able to claim the Additional Child Tax Credit (ACTC), which allows you to receive up to $1,600 of the $2,000 Child Tax Credit per child as a refund for 2023 and 2024.  This means you get a check for the remaining Child Tax Credit (up to $1,600 per child) after your tax bill is reduced to zero.
