 When you use TurboTax the information flows from the federal return to the state return.  You cannot use TT to prepare a "stand alone" state return.  Try going to your state's tax website to see if you can file there.

If you are required to file a New York (NY) return all information flows from the federal to the state return.  Whether or not you need to file a federal it must be completed to do your state return.

It's not clear if you are a resident or nonresident or part year resident.  Below is a link to review the filing requirements for NY.
