How do I file a tax being Levy on me from a company name Fiscal Service and 2018 it $1590 and no one will tell me what it for so how do I file that.

You will need to contact the Bureau of Fiscal Services to find out.  You don't file the levy on your tax return.  You only file your income and deductions.  You may have already filed and your refund was offset for past debt.  For more information, see below.  IRS Tax Topic 203

refund offset is when an IRS refund is reduced or intercepted to pay off delinquent debt, such as past-due child support, outstanding student loans, or unpaid state income tax.

You'll get an explanatory letter from the Bureau of the Fiscal Service if your refund is offset. The remainder of your refund will be processed as usual; an offset shouldn't delay it unless of course your entire refund was applied to your debt.
